Importing Industrial Goods to Ukraine: Dual-Use Certification
Context
Since 2022, a growing number of goods imported into Ukraine have been classified as dual-use cargo, requiring special certification. The list of regulated items continues to expand, and even if your cargo is intended solely for civilian use, certain items may unexpectedly fall under dual-use regulations.
Navigating this certification process can be complex and challenging, often requiring expert guidance. However, with the right approach, it is entirely manageable.
What Goods Qualify as Dual-Use?
The list of dual-use goods is broad and constantly expanding, covering various equipment, electronics, communication systems, navigation, aerospace and maritime technologies, specialized materials, software, and more. The full list is available on the State Customs Control Service website.
Certain categories, like special materials and advanced technologies, are especially broad and require detailed consultation.
In practice, almost any cargo — particularly industrial goods — can be subject to these regulations if customs has questions. It’s essential to provide your broker with an accurate technical description of the goods before importing to ensure proper consultation with customs, especially for the first time.

Application Process
The following list of documents in Ukrainian language should be sent to the Customs Service by a customs broker. This is not a complete list — customs may request additional documents depending on your cargo. The application is processed within 30 days.
- Foreign trade contract
- Purpose of importing the goods into Ukraine
- Importer's usage details
- Invoice and packing list
- Exporter's charter
- Importer's registration and charter
- Technical passport with full description
- Documents on material origin (technical passports, customs declarations, invoices)
- Export declaration
- Certificate of secrecy (broker will assist)
- Application (filled by broker)
- Additional documents if required by customs
